Burlington OPP were conducting HOV-lane enforcement on the westbound QEW in Burlington during the rush-hour last Friday.
They discovered something that wasn't quite right. OPP said a black coat had been set up to simulate a passenger.
A 21-year-old Burlington woman has been charged for HOV violation. Fines can range from $110 to $1,000 and drivers can receive three demerit points on their license.
